Spanish: persona incapaz de operar, alguien que es totalmente ineficaz. De limitadas aptitudes para ciertos  trabajos o tareas.

Examples: En esta compañía hay muchos jefes inoperantes. Esta persona se rompió la pierna y quedo inoperante para hacer su trabajo.
